China’s green insurance pilot project makes substantial progress

Supported by China's State Environmental Protection Administration (SEPA) and China Insurance Regulatory Commission, the country’s green insurance pilot project, which targets enterprises dealing with toxic chemicals and dangerous waste as well as petrochemical factories in such regions as Hunan, Jiangsu and Shenyang province, has made substantial progress, said Pan Yue, deputy director of SEPA. Commenting on the next step in the implementation of the insurance system, Pan said, we will focus on bringing forward work scheme for the pilot project, establishing compensation standard for pollution damage and developing products that can meet actual demands in the next stage. In addition, environmental protection authorities at every level are required to establish some safeguard measures.

Shanghai kicks off new round of three-year environmental conservation program

The government of Shanghai has kicked off the new round of its three-year environmental conservation program, in a move to build Shanghai into an energy-saving, environmentally friendly city. Under the new round of the program, the city will give priority to the following aspects of environmental conservation: further improve the safety of drinking water; enhance the ability of treatment of wastewater and domestic wastes; and boost the construction of environmental infrastructure in suburbs and industrial parks. In addition, the National IV emission standards will be implemented for the city’s light-duty vehicles and heavy-duty diesel-powered vehicles this year. Taxies and most buses are required to meet the National III or higher standards before the Expo 2010.

China’s Ministry of Environmental Protection announces emission reduction goal for 2009

The Ministry of Environmental Protection of China recently announced that it has established a national goal to reduce emissions of sulfur dioxide and chemical oxygen demand by 2 percent and 3 percent respectively in 2009, when compared with those in 2008. To achieve this target, the country will add 10 million tons of daily sewage treatment capacity and more than 50 million KW of installed capacity of desulphurization facilities in coal-fired power plants, said Zhou Shengxian, Minister of Environmental Protection. In addition, China’s regulatory authorities will increase their efforts in implementing regulations and measures to control pollution.

Dongtai in north Jiangsu province performs well in ever fiercer competition environment

Despite the global financial crisis and the ever fiercer competition from its peers in Jiangsu province, Dongtai, a city located in the north of the province performed well in 2008, with fiscal revenues topping RMB3.2 billion (approximately US$468.2 million), on general budget revenues of RMB1.3 billion (approximately US$190.2 million), up 49.6% from the previous year. The performance differentiates Dongtai from its counterparts in north Jiangsu.

China advocates environmental-friendly consumption mode

Many companies in Hainan punished for illegal pollution discharge

Hainan province, China has successfully carried out a four-month environmental protection campaign to regulate heavily polluting companies. During the four months, a total of 24 companies in the province were punished for non-compliance with the environmental law, according to available data. Meanwhile, the local regulatory authorities ordered nine companies that illegally discharged pollutants to close.
 

Foshan Nanhai District places great emphasis on energy saving and emission reduction

Guangdong Foshan’s Nanhai District has placed great emphasis on energy saving and emission reduction since 2007. According to the District’s target, the chemical oxygen demand and sulfur dioxide emissions will be cut down to 12,500 tons and 21,000 tons by the end of the 11th Five-Year Plan period (2006-2010), respectively. From the long-term point of view, Nanhai must upgrade traditional industries to keep a balance between economic development and environmental protection.
