China mobile TV sector’s ad revenues to surge to nearly RMB1.3bn

China’s six central authorities release policies to encourage development of digital TV industry

China’s six central authorities jointly announced the release of policies to encourage the development of the digital TV industry recently. The six authorities include the National Development and Reform Commission, Ministry of Information Industry, Ministry of Science and Technology, the Ministry of Finance and the State Administration of Radio, Film and Television. According to the policies, the Chinese government will aggressively support digital TV companies in raising funds through listing, issuance of bonds, additional share offers and allotment of shares. In addition, broadcast and TV organizations are encouraged to provide digital TV services and value-added telecom business using information networks such as the national public communications network and the broadcast and television network.

SARFT lacks unified standards to ban sexual programs

Although several local TV stations were criticized by the State Administration of Radio, Film and Television (SARFT) for broadcasting programs involving sexual content and these programs have been banned by the authority, some other local TV stations were still found broadcasting similar programs. The essential reason for this phenomenon is that SARFT lacks unified standards and regulations to supervise TV stations in broadcasting TV programs.

SARFT restricts broadcasting of audiovisual programs by outdoor media

The State Administration of Radio, Film and Television (SARFT) has required administrative authorities across China to launch investigation into local public audiovisual carriers. The administration recently issued a notice on the management of public audiovisual carriers, under which contents broadcasted by outdoor media will be restricted. Outdoor media agencies, which are operating in airports, stations, shopping malls, banks and hospitals through various information networks, will have to apply for approval by relevant departments to broadcast news, TV plays and movies, sports, technology and entertainment programs.

CCTV Olympic commercial breaks become best buy

China Central Television (CCTV) has entered into a huge amount of advertising agreements with companies from China and abroad for the period during which the Beijing Olympics will be held over the past three months. To bid for an ideal commercial break during the period, Unilever and Nike Inc also attended a CCTV auction. The auctions of CCTV's Olympic commercial breaks offer a good opportunity for Nike to improve its overall marketing planning, according to Chen Jianing, an executive at Nike China. Though Nike invested RMB72 million in placing at least 130 ads for the period, it doesn't plans to nip powerful rival Adidas AG, an Olympic partner, by taking in lots of commercial breaks of CCTV. Chen emphasized that Nike will be a sponsor of China's national sports team rather than the entire Beijing Olympics.

SARFT to severely censor TV plays involving crimes due to their negative effects

SARFT required relevant radio, film, and television authorities to censor TV plays with discretion, as it found a number of crime-related TV plays excessively show scenes of crime and violence, SARFT said in a notice issued on 19 November. Such TV plays with excessive scenes of crime and violence will have wide negative effects, according to SARFT.

China’s first onboard mobile TV navigation system debuts

Shenzhen Coship Electronics Co., Ltd. recently launched the CPND-4302S onboard mobile digital TV navigation system, the first of its kind in China. Differing from traditional onboard GPS systems, the CPND-4302S features the mobile digital TV functionality and is equipped with a high-definition 4.3-inch wide screen. The new product combines digital TV, navigation, audio and video playback, e-album, Bluetooth and real-time traffic information functions, all in a compact form factor. An executive at Coship said that the mass-produced CPND-4302S will be available within this year.
